MAY 6, 2020 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.

     Darrell Berger moved and Blake Wilkens seconded the motion to keep the doors of the courthouse closed to the public with appointments only until after June 9th, 2020 with the commission reviewing it again at the June 4th, 2020 meeting. All in favor, none opposed; motion carried.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve the Gaming Site Authorization for Square Butte Creek Golf Club beginning on July 1, 2020 and ending on June 30, 2021. All in favor, none opposed; motion carried.

     Thomas VonBische and Jeffrey Bryce, Nextera, visited with the commission per phone call. They discussed the work being done on Oliver I & II and mentioned the Red Butte Wind project is progressing along with them applying for permits this fall. Total turbines for the project will be 100 turbines with them all being in Oliver County.

     Richard Schmidt, County Agent, met with the board to discuss opening the front doors to the public.

     John Wicklund, Land Use Administrator, presented Building Permit #934 for Justin Hagerott for a 2-story addition to his home in the SE ¼ of Section 23-141-83, Building Permit #935 for Patrick Bair to add a deck to his home in the NE ¼ NE ¼ of Section 8-142-81, and Building Permit #936 for Leslie Gress to add a 14’ x 24’ deck to his home in Outlot A, NE ¼ of Section 16-143-83. Darrell Berger moved and Blake Wilkens seconded the motion to approve Building Permits #934, #935 and #936. All in favor, none opposed; motion carried.

     Kyle Miller, Road Superintendent, discussed roads and the courthouse parking lot. He informed the commission that the parking lot is 19” higher in the middle of the lot than the sides. It was decided the county road crew will remove the old asphalt and use some of the crushed asphalt and concrete mix the county has along with gravel to make a surface for now until a paving company is in the area. We will have asphalt applied at that time.

     Judith Hintz, Auditor, presented a handout that was released by NACo pertaining to COVID-19 and a handout from Terry Traynor, NDACo, pertaining to a federal local relief fund and state funding projections.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve the Final Certification of Local Match for Project #SC-CNOC-3300(019) PCN 22447 and Project #SC-3331(054) PCN 21426. All in favor, none opposed; motion carried.

     Lee Husfloen, Chairman, signed the Funding Agreement for Clerk of District Court Services that was previously approved.

     Judith Hintz, Auditor, presented an email received from Dave Berger, Park Board, stating that the ND Game & Fish does not want any Fish Docks put in any lakes until further notice. He stated Oliver County Park Board is responsible for the two docks at Nelson Lake. He had also notified Tony Aman at Minnkota.

     Darrell Berger moved and Blake Wilkens seconded the motion to amend the motion previously made for the funding for the meal and remembrance ceremony for Old Settler’s Days be withheld for the June Date, but the county will sponsor both the meal and remembrance ceremony at a later date. All in favor, none opposed; motion carried.

     Darrell Berger moved and Blake Wilkens seconded the motion to approve the invitation from the Bureau of Land Management to be a cooperator with BLM in preparation of the North Dakota Resource Management Plan and associated environmental impact statement. All in favor, none opposed; motion carried.

     The meeting was adjourned at 10:38 A. M.

 The next meeting of the Oliver County Commission will be at 8:00 A.M., Thursday, June 4, 2020 at the Oliver County Courthouse meeting room.
