OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 AM with all members present.

 

Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda with additions. All in favor, none opposed; motion carried.

A Highway Utility Permit was presented to the Commission from Roughrider Electric. Blake Wilkens moved and Darrell Berger seconded the motion to approve the Highway Utility Permit. All in favor, none opposed; motion carried.

 

Nathan Schlosser, Land Owner, came to the Commission to discuss a section line issue and potential building of a road. The Commission has requested that Nathan Schlosser submits a plan to show the proposed improvement to the section line with the plan for a road/trail and bring that plan to the next meeting.

 

Sharon Rud, Center Community Club, presented a Gaming Site Authorization for approval. Blake Wilkens moved and Darrell Berger seconded the motion to approve the Gaming Site Authorization. All in favor, none opposed; motion carried.

 

John Wicklund, Land Use Administrator, presented the commission with Building Permit #1002 for Dan Bueligen for a new home in NW ¼ of Section 10-141-85. Blake Wilkens moved and Darrell Berger seconded the motion to approve Building Permit #1002. All in favor, none opposed; motion carried.

Blake Wilkens moved and Darrell Berger seconded the motion to approve Building Permit #1005. All in favor, none opposed; motion carried.

 

Kyle Miller, Road Superintendent, discussed road issues. BNI & Minnkota requested the county stripe the roads going to their properties as has been done in the past.

 

Darrell Berger brought to the Commission’s attention that Marshall Karges, landowner in Oliver County was digging in a water line near his property and through the county road. No permit was turned in to the county for this project. The States Attorney will send a letter to Marshall Karges to request a permit as well as make markers where this water line is.

 

Jaden Schmidt, Auditor, discussed Commission Re-Districting. This process has not been done since 2002. It should be done after every decennial Census. A Re-Districting board will be formed and the process will start.

 

Jaden Schmidt, Auditor, reminded the Commission that Rath and Mehrer will be in the courthouse performing the biannual audit on June 5 & 6.

 

Courthouse cleaning was discussed. If an office has something they wish to be cleaned, the need to submit that request in writing to the County Auditor who will give it to the Janitor.

 

The new windows were discussed. The Commission has asked Darrell to inspect and come up with a list of issues that he finds. John Mahoney, States Attorney, will compile the list and write a letter that will be sent to the company.

 

NDACO sent checks back to the county for participation in the Workmen’s Comp program. The total is well over $10,000. The county gets this kickback for having everyone participate in the program, which includes trainings and webinars.  

 

The meeting was placed into recess at 10:15 AM until 11:30 AM.

The next meeting of the Oliver County Commission will be at 8:00 AM, Thursday, July 6th, 2023 at the Oliver County Courthouse meeting room.
