SEPTEMBER 2, 2021 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.

Judith Hintz, Auditor, presented the Federal Aid Program Sheet received from NDDOT, Special Road Fund Project email from NDACo, the estimated mill levy sheet and the estimated revenue for 2022.
John Wicklund, Land Use Administrator, presented Conditional Use Permit #961 for Minnesota Power to build an aircraft detection lighting system radar and access road in the NE ¼ of Section 36-141-86. Blake Wilkens moved and Darrell Berger seconded the motion to approve Conditional Use Permit #961. All in favor, none opposed; motion carried.

Blake Wilkens moved and Darrell Berger seconded the motion to approve Conditional Use Permit #963. All in favor, none opposed; motion carried.

Kyle Miller, Road Superintendent, discussed roads. He also mentioned Wade Staigle asked about an area east of his place where there is a slough against the road and was wondering about putting in a cattle guard. The commission informed Kyle to let Wade know they do not approve a cattle guard but would approve him digging a pipe under the road. Wade would need to get a Hwy Utility Permit to do this.
Kyle Miller, Road Superintendent, mentioned Joe Schutt would like to dig a ditch beside the section line between Sections 5&6-143-87 to drain water to a dam to convert it away from the road. Darrell Berger moved and Blake Wilkens seconded the motion to allow Joe Schutt to dig a ditch between Sections 5&6-143-87 to convert the water flow. All in favor, none opposed; motion carried.
Carmen Reed, EM/E911 Coordinator, discussed the burn ban. Darrell Berger moved and Blake Wilkens seconded the motion to rescind the Oliver County Fire Emergency Declaration and Burn Ban Proclamation that was put into effect on March 19th, 2021 and approve the Updated Proclamation that states a Stage I Burn Ban will be in effect, whenever the Fire Danger Rating is High, Very High, Extreme or a Red Flag Warning has been issued for Oliver County. All in favor, none opposed; motion carried.
Carmen Reed, EM/E911 Coordinator, presented a quote from Electronic Communications for the cost of a new repeater, duplexer, and coax and antenna for the School bus and Road Department radios. Carmen will talk with the School Superintendent as the road workers mainly use their cell phones for communication.
Jim Jackson, Moore Engineering, discussed the meeting with the NDDOT at the annual NDACo conference on October 5, 2021 at 1:00 P.M. and the NDDOT now taking applications for the Special Road Fund Project.
Steve Schmidt, Oliver County Resident, discussed a culvert washed out on an approach by his property in Section 15-142-83. Kyle Miller, Road Superintendent, will check it out.
Judith Hintz, Auditor, presented a handout received from Centre, Inc. for the dates of January 1, 2020 through June 30, 2021.
