JULY 8, 2021 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda with the addition of wedding discussion. All in favor, none opposed; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the May 6, 2021 & June 3, 2021 minutes and June 3, 2021 Tax Equalization minutes as written. All in favor, none opposed; motion carried.
Dave Berger called the Oliver County Park Board meeting to order at 8:03 A.M. He has requests from the City of Center Park Board for the Summer Park Rec Program for $500.00, Oliver County Fair Board for toilets for $500.00, and the City of Center Park Board for help with new playground equipment. Lee Husfloen moved and Blake Wilkens seconded the motion to approve $500.00 for the Summer Park Rec Program. All in favor, none opposed; motion carried. Darrell Berger moved and Lee Husfloen seconded the motion to approve $500.00 for toilets for the Oliver County Fair Board. All in favor, none opposed; motion carried. Darrell Berger moved and Blake Wilkens seconded the motion to approve $1,000.00 for the Center Park Board for playground equipment contingent on them still raising money for it. All in favor, none opposed; motion carried. The 2022 budget was discussed. The Park Board meeting adjourned at 8:16 A.M.

David Hilliard, Sheriff, reviewed his budget for 2022.
Jim Jackson, Moore Engineering, attended the meeting to see if the county had any concerns. The NDACo conference DOT meeting was discussed.
Kyle Miller, Road Superintendent, discussed roads and reviewed his budgets.
Gerald Skalsky, Resident, as for reduced speed signage past his place due to animals and grandchildren. Kyle Miller, Road Superintendent, will look into it.
Darrell Berger moved and Blake Wilkens seconded the motion to approve a special event permit for the Square Butte Golf Course to serve liquor and beer at a wedding in the county with a fee of $100.00 for a beer/liquor permit for one day and any additional days would be $50.00 and if just a beer permit, then it would be $50.00 for the one day. All in favor, none opposed; motion carried.
John Mahoney, States Attorney, reviewed his budget.
Richard Schmidt, County Agent, reviewed his budgets and presented an application for a beer license for the county fair. Darrell Berger moved and Blake Wilkens seconded the motion to give a beer license for 2021 to the Oliver County Fair Board. All in favor, none opposed; motion carried.
John Wicklund, Land Use Administrator, reviewed his budget. He also presented Building Permit #958 for Robert Schmidt for a new house in the SE ¼ of Section 22-142-82 and Building Permit #959 for Pyramid Network Services, LLC for installation of antennas, coaxial lines, and associated lines to new 300’ guyed tower in the SE ¼, SE ¼ of Section 22-143-85. Blake Wilkens moved and Darrell Berger seconded the motion to approve Building Permits #958 and #959. All in favor, none opposed; motion carried.
Patricia Koapke, Tax Director, reviewed her budget. She also presented a Disabled Veterans abatement for Parcel#25368000 for the years 2019 and 2020. Darrell Berger moved and Blake Wilkens seconded the motion to approve the abatement for Parcel #25368000. All in favor, none opposed; motion carried.
Judith Hintz, Auditor, presented a 2022 NDACo Budget Planning Handout and mentioned the Moore Engineering Client Appreciation Event at the Bismarck Larks Game on July 22, 2021. She also presented a letter from NDACo explaining the presidents of the NDACo and NDCCA and other staff from the NDACo office will visit our county for a meet and greet and tour of the courthouse at 8:00 A.M. on July 28, 2021.
Mickie McNulty-Eide, Recorder/Clerk of Court, reviewed her budget.
Laura Huber, Treasurer, reviewed her budget.
Judith Hintz, Auditor, reviewed her budgets.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the Detention Service Agreement with the State of North Dakota, acting through its Department of Corrections and Rehabilitation, Division of Juvenile Services, and Youth Correctional Center as Detention Provider commencing on July 1, 2021 and expiring on June 30, 2023. All in favor, none opposed; motion carried.
Darrell Berger moved and Blake Wilkens seconded the motion to appoint Lee Husfloen as the voting delegate for Oliver County for the October NDACo conference. All in favor, none opposed; motion carried.
Judith Hintz, Auditor, asked the commission whom will all be attending the conference in October so registrations can be done and rooms booked for those staying over. All commissioners will be attending the fall conference.
The meeting was adjourned at 10:58 A.M.
The next meeting of the Oliver County Commission will be at 8:00 A.M., Thursday, August 5, 2021 at the Oliver County Courthouse meeting room.
