OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 AM with all members present.

Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.

Geoff Simon and Joell Vanderlinden presented to the commission information on Wise Roads and Load Pass Permits. Both are programs that the county could become a part of for load permits. Several other counties in ND use this program.

Theresa Liebsh, Vision Zero, presented to the commission on the accomplishments of the Vision Zero program over the last year.

Kasey Erickson, Butler Machinery, discussed machines coming up on lease, a motor grader and wheel loader.

Darrell Berger moved and Blake Wilkens seconded the motion to lease a new 150 AWD Motor Grader for $403,750 with a $59,544.87/year payment over a term of five years with a wing option for an additional $18,200. All in favor, none opposed; motion carried.

Darrell Berger moved and Blake Wilkens seconded the motion to lease a new 950GC Wheel Loader for $281,545 with a $28,357.38/year payment over a term of five years. All in favor, none opposed; motion carried.

Kyle Miller, Road Superintendent, discussed different road issues in the county. He also told the commission that there are some older trucks they are looking at selling. One would go to the Fire Department. Darrell Berger moved and Blake Wilkens seconded the motion to convey the truck to the Oliver County Fire Department for $10. All in favor, none opposed; motion carried.

Jim Jackson discussed a project the city is working on in regards to new lagoons. They are wanting to build a temporary approach on a county road. More information will be presented at a later date. He also mentioned there will be additional dollars available for the Otter Creek project next year with the opportunity to build a new bridge that would be 100% funded through the grant dollars.

Blake Wilkens moved and Darrell Berger seconded the motion to allow Jim Jackson to put together a bid package for the Otter Creek bridge project for a temporary fix. All in favor, none opposed; motion carried.

Carmen Reed presented the commission with information on the E-911/Manager position that will be open once she takes her new job as Auditor in Mercer County.

Darrell Berger moved and Blake Wilkens seconded the motion to remove the burn ban from Oliver County. All in favor, none opposed; motion carried.

Linda Nelson presented to the commission about the current health insurance incentive. She requested that the incentive amount be increased. Blake Wilkens moved and Darrell Berger seconded the motion to increase the health insurance incentive amount to $300 per month. All in favor, none opposed; motion carried.

Linda Nelson discussed the current check payment policy in regards to reimbursing county employees when they use personal funds to pay for something county related.

Jaden Schmidt presented the commission with a quote from C&H glass for new windows for the courthouse. Darrell Berger moved and Blake Wilkens seconded the motion to accept the quote/bid from C&H glass to replace the windows in the courthouse. All in favor, none opposed; motion carried.

Blake Wilkens moved and Darrell Berger seconded the motion to accept the 2023 commission meeting calendar. All in favor, none opposed; motion carried.

Blake Wilkens moved and Darrell Berger seconded the motion to approve the application for a liquor license and the application for a beer license for the Square Butte Creek Golf Course. All in favor, none opposed; motion carried.

Blake Wilkens moved and Darrell Berger seconded the motion to approve the application for a beer license for the Oliver County Fair Association. All in favor, none opposed; motion carried.

Darrell Berger moved and Blake Wilkens seconded the motion to appoint John Mahoney as the state attorney for 2023. All in favor, none opposed; motion carried.
