APRIL 7, 2022 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with Darrell Berger and Blake Wilkens present. Lee Husfloen was absent.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda with the addition of a request by Jean Kautzman for Old Settler’s Days. All in favor, none opposed; motion carried.

Darrell Berger mentioned Jean Kautzman had talked to him about the county paying for the Recognition and Remembrance Ceremony and the Old Settler’s Dinner. Blake Wilkens moved and Darrell Berger seconded the motion to pay the expenses for the Recognition and Remembrance Ceremony and the Old Settler’s Dinner. All in favor, none opposed; motion carried.
Darrell Berger moved and Blake Wilkens seconded the motion to approve the Service Agreement for one year with Computer Express which states Computer Express will provide Oliver County with unlimited remote support as well as a onetime per quarter on-site visit. All in favor, none opposed; motion carried.
John Wicklund, Land Use Administrator, presented Building Permit #974 for Dylan & Miranda Leingang for a new home/garage in the NW ¼ of Section 21-141-87 and Building Permit #975 for Kali Weinand for a manufactured home in the NW ¼ of Section 2-143-87. Blake Wilkens moved and Darrell Berger seconded the motion to approve Building Permits #974 & #975. All in favor, none opposed; motion carried.
Patricia Koapke, Tax Director, presented an extended service contract with Vanguard Appraisals, Inc. for the Assessor Web Site. Darrell Berger moved and Blake Wilkens seconded the motion to approve the Extended Service Contract for five years with Vanguard Appraisals, Inc. for $1,100.00 per year. All in favor, none opposed; motion carried.
Patricia Koapke, Tax Director, presented Parcel #01082001 for a new home exemption for the years 2023 and 2024. Blake Wilkens moved and Darrell Berger seconded the motion to approve the new home exemption for Parcel #01082001. All in favor, none opposed; motion carried.
Patricia Koapke, Tax Director, presented Parcel #25295000 for a Disabled Vet Credit abatement for the year 2021. Darrell Berger moved and Blake Wilkens seconded the motion to give the Disabled Vet Credit abatement to Parcel #25295000 for the tax year 2021. All in favor, none opposed; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to approve Transfer 2022-1. All in favor, none opposed; motion carried.
Judith Hintz, Auditor, presented the 2021 Financial Statement and discussed raising the limit on the county credit cards.
Darrell Berger moved and Blake Wilkens seconded the motion to raise the maximum amount on the credit cards for Oliver County to $25,000.00 which would increase the amount on the Road Superintendent’s card from $5,000.00 to $10,000.00 and leaving the amount of $2,000.00 on each card for the Sheriff and the Deputy Sheriff’s. All in favor, none opposed; motion carried.
Carmen Reed – Emergency Manager/E911 Coordinator presented the Mercer-Oliver 911/Emergency Manager Quarterly Report for January 1st, 2022 – March 31st, 2022. She also discussed a Countywide Geographical Information System (GIS) and gave an update on the SIRN Radio Maintenance and Upgrade Costs for the next 9 years. The fire ban was also discussed.
Kyle Miller, Road Superintendent, discussed roads and culverts. There was a discussion on changing four Avenue Signs to River Road on the road known as River Road.
Steve Schmidt, Resident, discussed an approach in the SW ¼ of Section 15-142-83. Kyle Miller will look at it with Steve Schmidt and see what can be done to correct the wash out.
The meeting was adjourned at 9:34 A.M.
