OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 AM with all members present.

 

Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.

Linda Nelson presented to the Commission on the ND Working Parent’s Childcare Relief program.

 

The Estimated Revenue for 2024 was reviewed and discussed.

 

At 8:30 AM the public budget hearing was held.

 

Patrick Waters, Heartland Law, came to the Commission to discuss being appointed to the State’s Attorney position.  The Commission will consider and discuss this.

 

Kyle Miller, Road Superintendent, updated the Commission on road issues. The Track Hoe is back, but may need to be replaced. The county may need to look at getting a new low boy trailer as well. Road striping was done on the Hensler and Minnkota roads, but equipment broke down so they have not done the BNI road. Minnkota will cover some of their cost as will BNI when a bill is received.

 

Jaden Schmidt, Auditor, updated the Commission the Re-Districting Committee. The committee decided the leave the at large, at large option as is. There are now no more Commission districts in Oliver County. Jaden will publish a public notice by the end of the year to give enough time for citizens to become aware of the change.

 

Darrell Berger moved and Blake Wilkens seconded the motion to set the minimum bid price of $495.07 on foreclosed Parcel #, which became the property of the county on October 1st, 2023. The sale will take place on November 21st, 2023 at 10:00 AM in the courthouse meeting room, if the former owner does not pay the taxes by that time. All in favor, none opposed, motion approved.

Darrell Berger moved and Blake Wilkens seconded the motion to appoint Rick Schmidt as the State Fair delegate. All in favor, none opposed; motion carried.

Jaden Schmidt presented Building Permit #1016 for Jamie Soland for a Pole Barn in the NE ¼ of Section 7-142-86. Darrell Berger moved and Blake Wilkens seconded the motion to approve the Building Permit #1016. All in favor, none opposed; motion carried.

Jaden Schmidt presented Building Permit #1027 for Kenneth & MariAnn Brandt for a Hoop Building in the NW ½ NW ¼ of 14-142-84. Darrell Berger moved and Blake Wilkens seconded the motion to approve the Building Permit #1027. All in favor, none opposed; motion carried.

Jaden Schmidt presented Building Permit #1022 for Brenda Schmidt for a wood shed in the SE ¼ of 16-142-83. Darrell Berger moved and Blake Wilkens seconded the motion to approve the Building Permit #1022. All in favor, none opposed; motion carried.

Jaden Schmidt presented the Conditional Use Permit for the Brian Dresser/Scott Maier RV Park. Blake Wilkens moved and Lee Husfloen seconded the motion to take no action on this CUP due to it not being within the county jurisdiction. A roll call vote was held. Blake Wilkens, Aye, Lee Husfloen, Aye, Darrell Berger, Abstained. Motion carried.

The Final Budget meeting was held at 10:00 AM.

Darrell Berger moved and Blake Wilkens seconded to give all county employees a $3000 raise and the Sheriff and Deputies a $3500 raise for the year 2024. A roll call vote was held. Blake Wilkens, Aye; Lee Husfloen, Aye; Darrell Berger, Aye. Motion carried.

Darrell Berger moved and Blake Wilkens seconded the motion to approve the 2024 budget with a 10% decrease where it is possible to each department budget. A roll call vote was held. Blake Wilkens, Aye; Lee Husfloen, Aye; Darrell Berger, Aye. Motion carried.

The Commissioners have asked that all departments decrease their spending due to revenue shortfalls.
