NOVEMBER 12, 2020 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.

   Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve the October 8, 2020 minutes as written. All in favor, none opposed; motion carried.

     Blake Wilkens moved and Darrell Berger seconded the motion to appoint Dr. Tom Kaspari to the Custer Board of Health for a 5 – year term ending on December 31, 2025. All in favor, none opposed; motion carried.

     Darrell Berger moved and Blake Wilkens seconded the motion to appoint Dr. Tom Kaspari to be the County Coroner for a 5 – year term ending on December 31, 2025. All in favor, none opposed; motion carried.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve Transfer #2020-3 which transfers $45,000.00 from General Fund to County Road Fund. All in favor, none opposed; motion carried.

     Darrell Berger moved and Blake Wilkens seconded the motion to approve the Highway Utility Permit for WRT crossing 33rd Ave SW in Center Exchange, WO:2020-173-001. All in favor, none opposed; motion carried.

     Richard Schmidt, County Agent, discussed his clerk and the time off she will be taking for maternity leave.

     Dave Berger, Center Community Club, discussed BNI and their 50 years of being in the county.

     Dave Berger called the Oliver County Park Board meeting to order at 8:31 A.M. Daryl Heid, Park Board member was also in attendance. He asked for the county to participate in the recognition of BNI’s 50th anniversary by providing a maximum of $300.00 of park board funds towards a meal for BNI employees. Darrell Berger moved and Blake Wilkens seconded the motion to pay a maximum of $300.00 of Park Board funds towards the meal for BNI employees to help celebrate their 50th anniversary in the county. All in favor, none opposed; motion carried. The Park Board meeting was adjourned at 8:34 A.M.

     Blake Wilkens moved and Darrell Berger seconded the motion to purchase three I Wave – R air purifiers for the courthouse at the price quoted of $2,780.00 from Robert Gibb & Sons which includes installation. All in favor, none opposed; motion carried.

     Kyle Miller, Road Superintendent, discussed gravel, mowing, trees, and the Tundra project for spring 2021.

     John Wicklund, Land Use Administrator, presented Building Permit #945 for Dustin Wettels for a mobile home in the SW ¼ of Section 27-143-83. Darrell Berger moved and Blake Wilkens seconded the motion to approve Building Permit #945. All in favor, none opposed; motion carried.

     The vacancy on the Planning & Zoning Board was discussed.

     Judith Hintz, Auditor, presented a handout from NDACo which showed the ND County tax rates & levy reductions for 2021. Oliver County decreased both mill rates and tax levies for 2021.

     Mickie McNulty-Eide, Center Community Club, asked permission to use the courthouse yard for Christkindlemarkt 2020 due to Covid on Sunday, December 6, 2020 from 5:00 p.m. to 7:00 p.m. They would also decorate the pine tree on the east side of the courthouse.

Blake Wilkens moved and Darrell Berger seconded the motion to approve the use of the courthouse yard for Christkindlemarkt on December 6th, 2020. All in favor, none opposed; motion carried.

     Darrell Berger moved and Blake Wilkens seconded the motion to close the courthouse doors to the public (except in the case of public meetings) for the time being due to Covid until further notice. All in favor, none opposed; motion carried.

     Jim Jackson, Moore Engineering, informed the commissioners he had talked to the NDDOT and they are looking into engine braking in the areas requested previously.

     The meeting was adjourned at 9:34 A.M.                      

     The next meeting of the Oliver County Commission will be at 8:00 A.M., Thursday, December 3, 2020 at the Oliver County Courthouse meeting room.
