JULY 16, 2020 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.
Darrell Berger moved and Blake Wilkens seconded the motion to approve the agenda. All in favor, none opposed; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the June 4, 2020 minutes and the June 4, 2020 board of equalization minutes as written. All in favor, none opposed; motion carried.
Carmen Reed, DES/E911 Coordinator, presented the Mercer-Oliver 911/Emergency Manager Quarterly Report for April 1st – June 30th, 2020.
Carmen Reed, DES/E911 Coordinator, asked for a motion to approve the amended burn ban effective June 17, 2020. Darrell Berger moved and Blake Wilkens seconded the motion to approve the amended burn ban effective June 17, 2020. All in favor, none opposed; motion carried.

Dave Berger, Center Community Club, asked if the Golden Age Club could set up tables and chairs on the courthouse courtyard to play Bingo due to the Coronavirus. Darrell Berger moved and Blake Wilkens seconded the motion to approve the use of the courtyard for Bingo activities. All in favor, none oppose; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the County Township Road Mileage Certification effective July 1, 2020, that was previously submitted to the State Treasurer. All in favor, none opposed; motion carried.
Dave Berger called the Oliver County Park Board meeting to order at 9:50 A.M. He has requests from the Summer Park Rec Program for $500.00 and the Oliver County Fair Board for toilets for $500.00. Darrell Berger moved and Lee Husfloen seconded the motion to approve the requested amounts for the Summer Park Rec Program and the Oliver County Fair Board. All in favor, none opposed; motion carried. The Park Board meeting adjourned at 9:54 A.M.
Laura Huber, Treasurer, asked for the Ballot Box in front of the courthouse be used also as a courthouse drop off box. Blake Wilkens moved and Darrell Berger seconded the motion to use the Ballot Box also as a courthouse drop off box available to the public 24 hours a day. All in favor, none opposed; motion carried.

Kyle Miller, Road Superintendent, discussed roads, gravel, and asked to have the employee’s manual updated on the legalization of medical marijuana and how it affects our county. He also reviewed his budgets for 2021.
John Mahoney, States Attorney, reviewed his budget for 2021.
A resolution for Vote by Mail/One Polling Place was discussed. John Mahoney, States Attorney, will check with other counties.
Darrell Berger moved and Blake Wilkens seconded the motion to approve Highway Utility Permits for WRT: Center Exchange WO:#2020-610-001 crossing county road 16th Street SW in the NW ¼ of Section 143N-81W, and Center Exchange WO:#2020-400-001 along the east side of 27th Ave. SW in the SW ¼ of Section 27-144N-82W. All in favor, none opposed; motion carried.
Richard Schmidt, County Agent, reviewed his budgets for 2021. He also presented an application for a special event permit for the Square Butte Creek Golf Club to have a Beer Garden in a contained area for the Oliver County Fair on August 7th from 12:00 P.M. to 12:00 A.M. and on August 8th from 10:00 A.M. to 12:30 A.M. Blake Wilkens moved and Darrell Berger seconded the motion to approve the special event permit for the Square Butte Creek Golf Club to have a Beer Garden during the Oliver County Fair in the contained area. All in favor, none opposed; motion carried.
Robert Weisgarber and Lee Weisgarber, Residents, discussed the river banks erosion and how it pertains to his ag land for taxing purposes.
John Wicklund, Land Use Administrator, presented Building Permit #940 for Wayne Leidholm to replace the shower pan and wall surround in their home in the SE ¼ of Section 16-144-82. Darrell Berger moved and Blake Wilkens seconded the motion to approve Building Permit #940. All in favor, none opposed; motion carried.
David Hilliard, Sheriff, reviewed his budgets for 2021.
Patricia Koapke, Tax Director, reviewed her budgets for 2021.
Mickie McNulty-Eide, Recorder/Clerk of Court reviewed her budgets for 2021.
Judith Hintz, Auditor, reviewed her budgets for 2021 and presented a handout pertaining to the 10 year plan for Oliver Wind I, II, and III, and a handout for NDDOT Smart Restart Program for Covid-10.
The meeting was adjourned at 11:36 A.M.
The next meeting of the Oliver County Commission will be at 8:00 A.M., Thursday, August 6, 2020 at the Oliver County Courthouse meeting room.
