OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 2:38 PM with all members present.
Discussion was held on obligation of ARPA funds. Several projects were brought up for use.
Dave Berger moved and Robert Schmidt seconded the motion to obligate the use of the ARPA funds for general fund replacement for the following purposes and as outlined in Resolution 2024-06:
Health Insurance coverage for the General Fund Departments, installation of outer entrance electronic access locks, replacement of the west entrance door, replacement of the concrete at the front entrance and back sidewalks and as previously obligated, replacement of the Sheriff/SIRN radios. All in favor, none opposed; motion carried.
The meeting adjourned at 2:46 PM.
The next meeting of the Oliver County Commission will be at 1:00 PM, Wednesday January 8th, 2025 at the Oliver County Courthouse meeting room.

Resolution No. 2024-06
Obligating Federal ARPA Funds for General Fund Replacement and Capital Improvements
WHEREAS, the American Rescue Plan Act (ARPA) has provided federal funds to assist counties in responding to the impacts of the COVID-19 pandemic and to ensure essential public services remain operational;
WHEREAS, Oliver County has determined the need to allocate ARPA funds for general fund replacement to cover specific operational expenses and capital improvement projects critical to public health, safety, and security;
NOW, THEREFORE, BE IT RESOLVED by the Oliver County Commission as follows:
- Allocation for Health Insurance Coverage
ARPA funds are hereby obligated for general fund replacement to support health insurance coverage for the following departments: - Auditor
- Treasurer
- Recorder/Clerk of Court
- State's Attorney
- Tax Equalization
- Allocation for Security and Safety Upgrades
ARPA funds are also obligated for the purpose of enhancing security and safety of the County and County Courthouse through: - The installation of outer electronic access locks provided by ElectroWatchman.
- The replacement of the west entrance door, to be supplied and installed by CHGlass.
- The replacement of broken concrete at the front entrance and back sidewalks and entrances, to be supplied and installed by Brandoz Concrete.
- The replacement of the Sheriff’s radios with the updated SIRN radios to maintain communication with the state and other emergency services departments, to be installed by Electronic Communications, Inc.
- Compliance with ARPA Guidelines
The use of ARPA funds for these purposes aligns with federal guidelines, as it addresses the impacts of the pandemic and ensures the continuity of essential government operations and infrastructure improvements. - Authorization and Implementation
The County Auditor is authorized to oversee the allocation and expenditure of these funds in coordination with relevant departments and contractors.
Adoption of the foregoing Resolution was moved by Dave Berger, seconded by Rob Schmidt; the following Commission Members voting for: Dave Berger, Rob Schmidt, and Lee Husfloen, and none voting against, the Ordinance was approved and duly adopted the 31st day of December, 2024.
