OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 AM with all members present.

 

Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.

Discussion was held on adding Law Enforcement to the random drug draw for county employees. Anyone that drives a county vehicle is required to do one.

 

Discussion was also held on medical exams for Law Enforcement.

 

Grid United presented to the Commission on their proposed North Plains Connector Transmission Line project.

 

Maurice Hardy, Dakota Central Services director presented to the Commission. The office in the courthouse should be staffed for 5 days a week, unless meetings would come up. Blake Wilkens moved and Darrel Berger seconded to move raise days for Social Service employees to July 1 from January 1, to fall in line with the State raise days. All in favor, none opposed; motion carried.

 

Brent Sanford, Project Tundra, presented a letter to the Commission for a Community Benefits Plan. This letter would be sent to Minnkota and then the Federal government to show that Community Benefits Plan is needed in proposed project counties. Darrell Berger moved and Blake Wilkens seconded them motion to approve the letter with minor changes made by the County’s States Attorney. All in favor, none opposed; motion carried.

 

Cynthia Richter, Oliver County landowner, came to the Commission to discuss a section line issue. The Commission will have States Attorney write a letter to the other property owner to have them move their fence within 90 days.

 

Kyle Miller, Road Superintendent, discussed road issues. Jim Jackson will begin the RFP process for the bridge project. Darrell Berger moved and Blake Wilkens seconded the motion to have Jim Jackson and Moore Engineering begin the advertising process to select and engineer for the bridge project. All in favor, none opposed; motion carried.

Butler will be bringing the new 950 loader this month. It came in sooner, but the payment will still take place in August.

 

Jay Volk, Summit Carbon Solutions, presented Highway Utility Permits. Blake Wilkens moved and Darrell Berger seconded the motion to approve the Summit Carbon Highway Utility Permits. All in favor, none opposed; motion carried.

 

Patricia Koapke, Equalization Director, presented an abatement for Parcel #11020004. Blake Wilkens moved and Darrell Berger seconded the motion to approve the abatement for Parcel #11020004. All in favor, none opposed; motion carried.

John Wicklund, Land Use Administrator, presented the commission with Building Permit #998 for Larry Bornemann for a new home in SE ¼  of 2-142-85. Darrell Berger moved and Blake Wilkens seconded the motion to approve Building Permit #998. All in favor, none opposed; motion carried.

 

John Wicklund, Land Use Administrator, presented the commission with Building Permit #999 for Justin Hagerott for a new attached garage in SE ¼ of Section 23-141-83. Darrell Berger moved and Blake Wilkens seconded the motion to approve Building Permit #999. All in favor, none opposed; motion carried.

 

John Wicklund, Land Use Administrator, presented the commission with Building Permit #1000 for Rick & Mary Henke for a garage in SE ¼ of Section 13-142-85. Darrell Berger moved and Blake Wilkens seconded the motion to approve Building Permit #1000. All in favor, none opposed; motion carried.

 

Doug Scheetz, BNI, gave an update on upcoming BNI projects.
