OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda with the addition of John Wicklund, Land Use Administrator. All in favor, none opposed; motion carried.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve the February 4, 2021 minutes as written. All in favor, none opposed; motion carried.

     John Wicklund, Land Use Administrator, presented Conditional Use Permit #947 for Gary and Kendal Price for building a home with a 130’ variance in the SE ¼ of Section 20-142-81. Blake Wilkens moved and Darrell Berger seconded the motion to approve Conditional Use Permit #947. All in favor, none opposed; motion carried.

     Judith Hintz, Auditor, informed the commission that the Oliver County Employee Handbook had been sent to NDACo for review.

     Darrell Berger moved and Blake Wilkens seconded the motion to appoint Randy Schmidt to a 4 year term on the Planning & Zoning Board expiring on December 31, 2024. All in favor, none opposed; motion carried.

     Carmen Reed, DES/911 Coordinator, presented the Oliver County Fire Emergency Declaration and Burn Ban Proclamation. Darrell Berger moved and Blake Wilkens seconded the motion to approve the Proclamation that states a State 1 Burn Ban will be in effect, whenever the Fire Danger Rating is High, Very High, Extreme or a Red Flag Warning has been issued for Oliver County. All in favor, none opposed; motion carried.

     Carmen Reed, DES/911 Coordinator, presented the Oliver County Multi-Hazard Mitigation Plan. Blake Wilkens moved and Darrell Berger seconded the motion to approve the Updated Oliver County Multi-Hazard Mitigation Plan pending final approval by the ND Department of Emergency Services and the Federal Emergency Management Agency. All in favor, none opposed; motion carried.

     The courthouse parking lot was discussed along with employees filling out timesheets.

     Patricia Koapke, Tax Director, presented an abatement for Veteran’s Credit. Darrell Berger moved and Blake Wilkens seconded the motion to approve the abatement of Parcel #25368000. All in favor, none opposed; motion carried.

     Kyle Miller, Road Superintendent, discussed roads and gravel.

     Andrea Blohm, Resident, discussed her wedding happening this summer on their ranch and having a need for a special liquor license.

     Brad Dahl, Crossroads Bar & Grill/Community Club discussed using the courthouse lawn for Community Club and Crossroads Bar & Grill activities during Old Settler’s Days. Crossroads Bar & Grill would like to have a beer garden and sell food. Picnic tables would be set up. Darrell Berger moved and Blake Wilkens seconded the motion to allow the Community Club to use the Courthouse Courtyard during Old Settler’s Days. Brad Dahl is to bring a map to the meeting in April showing how he would set up his beer garden and food sales.

     Blake Wilkens moved and Darrell Berger seconded the motion to pay the costs of the Recognition and Remembrance Ceremony and the Old Setttler’s Dinner during Old Settler’s Days. All in favor, none opposed; motion carried.

     Jay Volk, Greg Petrick, and Brac Mettler, BNI updated the commission that BNI will be purchasing a new dragline. Big Jake is 45 years old and it’s time for a new one.

     The meeting was adjourned at 10:26 A. M.

 The next meeting of the Oliver County Commission will be at 8:00 A.M., Thursday, April 8, 2021 at the Oliver County Courthouse meeting room.
