OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.
The County Auditor was appointed temporary chairman during reorganization of the Board. Darrell Berger moved and Blake Wilkens seconded the motion to nominate Lee Husfloen as Chairman of the Board and Darrell Berger as Vice-Chairman of the Board. All in favor, none opposed; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the December 29th, 2020 minutes as written. All in favor, none opposed; motion carried.
The following bills were approved for payment:

Darrell Berger moved and Blake Wilkens seconded the motion to keep the same appointments as 2020 which included Lee Husfloen appointed to Coal Conversion Counties, Dakota Central Social Services Board and West Central Human Service Center Regional Advisory Council; Darrell Berger appointed to Emergency Services Representative – Region 5, JDA (Job Development), Solid Waste Management & Land Reclamation Board, and NDSU Advisory Committee; and Blake Wilkens appointed to Dakota Prairies RC & D Board, and Lewis & Clark Regional Development Council. All in favor, none opposed; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to designate Security First Bank of North Dakota as the County Depository. All in favor, none opposed; motion carried.
Darrell Berger moved and Blake Wilkens seconded the motion to accept a pledged letter of credit from the Bank of North Dakota for $3,605,000 plus pledged securities of $2,010,730 for Total Securities Pledged $5,615,730. All in favor, none opposed; motion carried.
RESOLUTION
BE IT HEREBY RESOLVED that the Oliver County Commission requests that the North Dakota Highway Patrol monitors Oliver County roads.

The Oliver County Commission acted on the preceding Resolution at its regular January 7, 2021 meeting as follows: Adoption moved by Darrell Berger and seconded by Blake Wilkens. On roll call vote the following voted “Aye”: Lee Husfloen, Darrell Berger, and Blake Wilkens. None voted “Nay”. After the vote the presiding Officer declared the Resolution adopted.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the mileage rate for 2021 as $.56 effective 1/1/2021. All in favor, none opposed; motion carried.
Judith Hintz, Auditor, presented paperwork from Brett Zeltinger, KLJ, about a proposed plat that could come before the commission in the future. No action was taken at this time.
Patricia Koapke, Tax Director, presented an abatement for Parcel #12064005. Darrell Berger moved and Blake Wilkens seconded the motion to reduce the valuation for 2020 and the following years by 75%. All in favor, none opposed; motion carried.
Brent Ekstrom and Paulette Paulson, Lewis & Clark Development, discussed the services they provide.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the first reading of the Engine Brakes Ordinance for Hannover with the suggested changes. All in favor, none opposed; motion carried.
Kyle Miller, Road Superintendent, discussed gravel and roads.
Kylee Cline, States Attorney Office Manager, presented a quote for laptops for she and and the States Attorney. Blake Wilkens moved and Darrell Berger seconded the motion to approve laptops for the States Attorney’s office. All in favor, none opposed; motion carried.
The meeting was adjourned at 9:52 A.M.
The next meeting of the Oliver County Commission will be at 8:00 A.M., Thursday, February 4, 2020 at the Oliver County Courthouse meeting room.
