AUGUST 8, 2019 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.

Keith Johnson, Custer Health District, reviewed his 2020 budget.
Judith Hintz, Auditor, presented the 10 year Plan handout from Allete Clean Energy and a handout from Nextera/Red Butte Wind pertaining to the proposed Red Butte Wind Energy Center and 230 kV transmission line in Oliver and Mercer Counties.
Kyle Miller, Road Superintendent, discussed roads and crushing concrete and asphalt. Darrell Berger moved and Blake Wilkens seconded the motion to approve crushing asphalt and concrete at $8.00/ton with Schick Enterprises, Flasher ND. All in favor, none opposed; motion carried.
Jim Jackson & Thomas Klabunde, Moore Engineering, discussed the Minnkota and Sanger Road Project and Hensler Road striping.
Bids were opened for the Road Dept, Sheriff Dept, and Fire Dept. Darrell Berger moved and Blake Wilkens seconded the motion to accept all bids from the highest bidder for the Road Department and Sheriff Department. All in favor, none opposed; motion carried. All items are to be paid for and removed from the premises within two weeks.
The fire department will decide if they want to accept the bid on the Fire Truck.
Kacey Erickson, Butler Machinery, discussed motor graders.
Tammy Ibach and Robert Harms, North Dakotas for Comprehensive Energy Solutions, explained benefits of wind energy in North Dakota. The explained that wind energy helps diversify our county. The primary goal of North Dakotas for Comprehensive Energy Solutions is to promote wind.
Les Henke, Oliver County resident, asked about closing a section line in Township 142N Range 84W. No action was taken at this time.
Clark Price and Dale Effertz, Oliver County Residents, were looking for clarification pertaining to fence lines.
John Wicklund, Land Use Administrator, presented Conditional Use Permit #906 for John & Kimberly Dixon for a non-farm residence in the NE ¼ of Section 7-141-81 and Conditional Use Permit #908 for John & Kimberly Dixon for a non-farm residence in the SE ¼ of Section 18-141-81. Darrell Berger moved and Blake Wilkens seconded the motion to approve Conditional Use Permits #906 and #908. All in favor, none opposed; motion carried.
John Wicklund, Land Use Administrator, presented Building Permit #907 for John & Kimberly Dixon for a house in the NE ¼ of Section 7-141-81, Building Permit #909 for John & Kimberly Dixon for a house in the SE ¼ of Section 18-141-81, Building Permit #917 for Larry Erhardt for a house in Lot A, SW ¼ of Section 27-142-82, Building Permit #918 for Dan Bueligen for a 24’ x 26’ addition to their home in the SW ¼ of Section 25-141-85, and Building Permit #919 for Joel Tokach for a 25’ x 25’ Metal 2 car garage in Lot 8, Blk 12, Sanger , ND in the NE ¼ of Section 30-143-81. Kelly Heinert, Dakota Business Solutions, presented information on the benefits of a postage meter. It was estimated the county could save around $800.00 per year by using a postage meter. Blake Wilkens moved and Darrell Berger seconded the motion to approve a 60 month lease payment with Mail Finance, Inc. for $61.03 per month. All in favor, none opposed; motion carried.

The next meeting of the Oliver County Commission will be at 8:00 A.M., Thursday, September 5, 2019 at the Oliver County Courthouse meeting room.
