OLIVER COUNTY PLANNING & ZONING Commission was called to order at 7:00 pm.
The Pledge of Allegiance was recited.
Roll Call was held. Members present were Cassie Smith, Bill Breimeier, Linda Nelson, Matt Wilkins, and Gary Price. Others present were Jaden Schmidt, Secretary/P&Z, Patty Koapke.
Matt Wilkins moved and Linda Nelson seconded the motion to approve the agenda. All in favor, none opposed; motion carried.
Cassie Smith moved and Matt Wilkins seconded the motion to approve the minutes of the June 9th, June 17th and July 10th meetings. All in favor, none opposed; motion carried.
Jaden Schmidt, Auditor/Secretary, took over as temporary chair to call for nominations for chair. Bill Breimeier nominated Matt Wilkins, with a second by Linda Nelson. Bill Breimeier moved and Cassie Smith seconded the motion to cease nominations and cast a unanimous ballot for Matt Wilkins as Chair. All in favor, none opposed; motion carried.
Matt Wilkins, Chair, called for nominations for Vice Chair. Matt Wilkins nominated Bill Breimeier with a second by Linda Nelson. Cassie Smith moved and Gary Price seconded the motion to cease nominations and cast a unanimous ballot for Bill Breiemier as Vice Chair. All in favor, none opposed; motion carried.
Building Permit #1070 was presented for Kirk & Linda Maize for a deck and garden shed within the S/12 of the SE ¼ of section 20, 141-87 was presented. Bill Breimeier moved and Linda Nelson seconded the motion to approve Building Permit #1070. A roll call vote was held: Bill Breiemeier-Aye, Cassie Smith-Aye, Linda Nelson-Aye, Gary Price-Aye. Building Permit #1070 was approved.
Discussion was held on a request from the ND Geological Survey to dig test holes for coal and rare earth minerals on ND State Trust Lands. The NDGS is requesting information on permit requirements for test holes. There are currently no permit requirements.
Discussion was held on Wind Energy Facilities and Battery Energy Storage Systems ordinances. A hearing will be scheduled for August 28th, due to the local paper not publishing the second notice for the July meeting.
McLean County’s Wind & Solar Ordinance was handed out to the board for review/discussion. No action was taken.
Discussion on Solar Energy Facilities and Data Centers/Cryptocurrency Mining Facilities was table to the August meeting.
The meeting was adjourned at 8:22 pm.
The next meeting for the Oliver County Planning & Zoning Board will be August 28th at 7:00 pm in the Oliver County Courthouse Meeting Room.
