OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 AM with all members present.

Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.

Darrell Berger moved and Blake Wilkens seconded the motion to approve the E-911 Joint Powers agreement with the City of Center. All in favor, none opposed; motion carried.

Mckie McNulty-Eide presented to the Commission the Court Facilities Grant update. The State approved the grant for the lights in the Clerk of Court’s office, Courtroom and Meeting Room for a dollar amount of $5642.25.

Mickie McNulty-Eide presented a quote from Electro Watchman, Inc that included a replacement mini dome camera with installation for the Sheriff’s Office Manager at $889.31, a mini dome camera in the meeting room with installation and additional software for $1490.64 and a Samsung Business QE50T 50-Inch 4K UHD television with wall mount and installation for the Recorder’s/Clerk of Court’s office for $1677.58. Mickie requested to put a camera in the meeting room to keep an eye on public usage of the room. Some comments were received from Maurice Hardy, Dakota Central Human Service Zone Director about security and confidentiality concerns. Other possible security and confidentiality concerns were discussed.

Darrell Berger moved and Blake Wilkens seconded the motion to put a camera in the meeting room. A roll call vote was held: Darrell Berger-Aye, Blake Wilkens-Nay, Lee Husfloen-Nay. The motion failed and no camera will be placed in the meeting room.

Mickie McNulty-Eide requested that she be allowed to have a monitor or screen in her office that is connected to all of the security cameras in the building, in the event that someone in the Sheriff’s department is not available to watch them. The quote previously listed for the Samsung Business QE50T 50-Inch 4K UHD television with wall mount and installation for $1677.58 would be for this request. Discussion was held. Darrell Berger moved and Blake Wilkens seconded the motion to allow for the Samsung Business QE50T 50-Inch 4K UHD television with wall mount and installation in the Recorder’s office. All in favor, none opposed; motion carried.

Mickie McNulty-Eide presented a quote from Fireside Office Solutions for a new meeting room table with power ports for $1669.42 and a matching smaller training table for $347.57 in the meeting room for a total of $2526.99 with labor included in the price. The current table is damaged and needs replacement. Darrell Berger moved and Blake Wilkens seconded the motion to approve the quote and ordering new tables for the meeting room. All in favor, none opposed; motion carried.

Kyle Miller discussed some road issues. Tree removal is in progress along some county roads. Some farmers have been using their machinery to remove gravel from the roads. The Commission is requesting that stops.  Road Restrictions go into place next week.

Darrell Berger moved and Blake Wilkens seconded the motion to authorize Jaden Schmidt, Auditor, to call for bids for Gravel Crushing, Fuel & Lubricants and Rental Equipment. All in favor, none opposed; motion carried.

Morton County sent a Memorandum of Understanding for Federal Emergency Assistance. Blake Wilkens moved and Darrell Berger seconded the motion to approve the Memorandum of Understand for Federal Emergency Assistance with Morton County. All in favor, none opposed; motion carried.

Discussion was held on the County possible adopting Robert’s Rules of Order. No action was taken.

Timbyr Dittus, Office Manager for the State’s Attorney, has turned in her resignation. Discussion was held on advertising the position. Patrick Waters and Jaden Schmidt will come up with an ad and description.

Jonathan Fortner and Jason Bohrer from the Lignite Energy Council presented to the Commissioners on updates to the Lignite Industry.
