May 22nd, 2025

OLIVER COUNTY PLANNING & ZONING Commission was called to order at 7:00 pm.

The Pledge of Allegiance was recited.

Roll Call was held. Members present were Troy Hatzenbihler, Bill Breimeier, Linda Nelson, Matt Wilkins, and Cassie Smith. Others present were Jaden Schmidt, Secretary/P&Z and Patty Koapke, P&Z.

Matt Wilkens moved and Troy Hatzenbihler seconded the motion to approve the agenda. All in favor, none opposed; motion carried.

Discussion and changes were made to the BESS ordinances, including changing the decommissioning/reclamation bond, what the risks are of a fire started by batteries and insurance.

Discussion and changes were made to the wind energy facilities ordinance, including financial assurance, gravel and road discussions and water usage. ENEL Energy discussed concerns with the financial assurance portion, understanding why the county wants financial assurance, but the company has concerns about the “hit” to their bottom line due to the percentage value versus a dollar amount. Other concerns addressed by ENEL were the water usage and contacting all affected landowners along the creek or water resources used as that could be several hundred.

Discussion was held on the June regular meeting needing to be rescheduled. The next regular meeting for June with be moved to June 9th at 7:00 pm.

The meeting was adjourned at 8:32 pm.

The next meeting for the Oliver County Planning & Zoning Board will be May 29th at 7:00 pm in the Oliver County Courthouse Meeting Room.
