OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 AM with all members present.

Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.

Erin Ourada, Custer Health, presented the board with a proposed name change, from Custer Health to “Western Plains Public Health”. Blake Wilkens moved and Darrell Berger seconded the motion to approve the name change; motion carried.

Linda Nelson let the commissioners know that Colonial Life will be at the Courthouse in November to discuss being an option for supplemental insurance.

Linda Nelson has been in contact with Direct Med to get first aid for the Courthouse. They will be coming out for a consult within the next week.

Carmen Reed presented the E-911 Agreement with Mercer County. No changes and is good for 5 years.

Keith Kessler discussed a culvert issue on the NE ¼ of Section 18. Kyle will be looking into getting one. Keith also brought up and issue with a wind tower that was taken down. The company left concrete and a power box. There is an Ordinance that states they need to remove this within 6 months of taking the tower out and it has been longer. Contact will be made with Minnesota Power to let them know they need to remove.

Discussion was held on holiday time for seasonal workers. Darrell Berger moved and Blake Wilkens seconded the motion that seasonal workers will get paid holiday time for the time of the year they are employed; all in favor, none opposed; motion approved.

Darrell Berger moved and Blake Wilkens seconded the motion to set the minimum bid price of $3433.50 on foreclosed Parcel #25035000 West 13 ½ Lot 12, Lot 13 Block 6 Center Original, which became the property of the county on October 1st, 2022. The sale will take place on November 15th, 2022 at 10:00 AM in the courthouse meeting room, if the former owner does not pay the taxes by that time. All in favor, none opposed, motion approved.

The sale will take place on November 15th, 2022 at 10:00 AM in the courthouse meeting room, if the former owner does not pay the taxes by that time. All in favor, none opposed, motion approved.

FINAL BUDGET MEETING convened at 9:30 AM. All department budgets were reviewed and finalized as follows:

Discussion was held on the Auditor’s salary beginning on April 1st. Blake Wilkens moved and Darrell Berger seconded the motion for the Auditor to start at $38,000 when the elected term starts on April 1st, 2023. All in favor, none opposed; motion approved.

Full time employees will receive $2,000 a year salary increase with part-time employees being prorated for the year 2023. The sheriff and three sheriff deputies will also receive the $2000 raise. The commissioners will not receive a salary increase for 2023. The General Fund mills will be 12.00, Emergency mills will be .12, Road & Bridge will be .25, and Weed Board at 3.1 mills. The commission is asking all departments to decrease their spending for 2023 by 5% from what has been approved. Darrell Berger moved and Blake Wilkens seconded the motion to approve the 2023 budget as revised. All in favor, none opposed; motion carried.
