OLIVER COUNTY PLANNING & ZONING Commission was called to order at 7:00 pm.
The Pledge of Allegiance was recited.
Roll Call was held. Members present were Cassie Smith, Bill Breimeier, Matt Wilkins, Linda Nelson, Troy Hatzenbihler, and Gary Price. Others present were Jaden Schmidt, Secretary/P&Z, Patty Koapke.
Gary Price moved and Cassie Smith seconded the motion to approve the agenda with additions of discussion on McLean County’s ordinance for wind and solar and Permit Fees. All in favor, none opposed; motion carried.
Cassie Smith moved and Bill Breimeier seconded the motion to approve the minutes of the November 20th meeting. All in favor, none opposed; motion carried.
Discussion was held on Solar Energy Facilities ordinances.
Discussion was held on Direct Air Capture ordinances. Dave Berger, Commissioner discussed adding something into either the ordinance or Road Use and Maintenance agreement that stipulates the county engineer of choice will review and update the county throughout the project on the status of roads, with a suggested time of once per week and paid for by the applicant.
Discussion was held on the addition of the avoidance zone language in the McLean County Ordinance, including the use of pre-siting hearings.
Discussion was held on placing a “cap” on the number of turbines or square footage of project types in the county after a certain point.
Discussion was held on Planning & Zoning By-Laws.
Greg Petrick, BNI, discussed a future Conditional Use Permit for a 160-acre expansion. Discussion was held on the fee schedule for Conditional Use permits.
Discussion was held on permit fees.
Discussion was held on the 2026 Meeting Calendar. Troy Hatzenbihler moved and Cassie Smith seconded the motion to approve the 2026 Meeting Calendar dates as presented. All in favor, none opposed; motion carried.
The meeting was adjourned at 9:25 pm.
The next meeting for the Oliver County Planning & Zoning Board will be January 29th, 2026 at 7:00 pm in the Oliver County Courthouse Meeting Room.
