OCTOBER 7, 2021 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda with the additions of Carmen Reed, Don Haag and Shannon Liebold. All in favor, none opposed; motion carried.

Carmen Reed, Emergency Manager/911 Coordinator, discussed the Hannover radio tower. The tower needs a new repeater, duplexer and coax and antenna. The tower is a backup to Emergency Responders and for school buses and road workers. Carmen explained the EMPG grant should cover around half the cost which is estimated at around $25,000.00, with the school covering ¼ the cost and the county the other ¼ of the cost. Darrell Berger moved and Blake Wilkens seconded the motion to approve the repairs on the Hannover radio tower. All in favor, none opposed; motion carried.

Darrell Berger moved and Blake Wilkens seconded the motion to set the minimum bid price of $3,761.83 on foreclosed Parcel #25104000 Lots 1-2-3 Block 2 Lights 2nd Addition which became the property of the county on October 1st, 2021. The sale will take place on November 16th, 2021 at 10:00 A.M. in the courthouse meeting room if the former owners do not pay the taxes by 4:00 P.M. on November 15, 2021. All in favor, none opposed; motion carried.
Mickie McNulty-Eide, Community Club, asked approval from the commission to allow the Community Club to place the new Nativity Scene they have purchased on the NE Corner of the Courthouse Courtyard instead of in the gazebo as previous years. She also mentioned Kevin Mosbrucker will be doing repairs on the gazebo. Darrell Berger moved and Blake Wilkens seconded the motion to allow the Community Club to place the Nativity Scene in the NE Corner of the Courthouse Courtyard. All in favor, none opposed; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the agreement between Centre, Inc. and Oliver County effective January 1, 2022 and expiring on December 31, 2022. All in favor, none opposed; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to approve a Highway Utility Permit for Gary Price along or crossing 22nd St SW in the SE ¼ of Section 20-142-81. All in favor, none opposed; motion carried.

John Wicklund, Land Use Administrator, presented Building Permit #965 for Gary Smith/Kreativ Homes for a Modular Home in the SE ¼ of Section 22-142-87. Blake Wilkens moved and Darrell Berger seconded the motion to approve Building Permit #965. All in favor, none opposed; motion carried.
Darrell Berger moved and Blake Wilkens seconded the motion to appoint Richard Schmidt to be the county delegate for the State Fair Association’s annual meeting. All in favor, none opposed; motion carried.
Judith Hintz, Auditor, presented a handout from the ND Industrial Commission for Minnkota Power Coop for a carbon dioxide storage facility project.
Shannon Liebold, Deputy Sheriff, discussed increasing the credit card amount on the sheriff department credit cards. Darrell Berger moved and Blake Wilkens seconded the motion to raise the Maximum Amount on the Credit Cards for Oliver County to $20,000.00 with the sheriff and sheriff deputies each having $2,000.00 and the Road Superintendent having $5,000.00 with the Auditor taking care of the details with the bank pertaining to the Oliver County credit cards. All in favor, none opposed; motion carried.
Don Haag, Landowner, discussed gravel on his land and stated the renter plans to have the crop removed in two weeks.
Kyle Miller, Road Superintendent, discussed gravel, mowing ditches, trees, roof repairs, and sewer.
Darrell Berger moved and Blake Wilkens seconded the motion to approve county agreements for purchase of gravel with Donald Haag in the SE ¼ NE ¼ of Section 2-141-85, gravel agreements with Donald Haag, Sigrun Clausnitzer, Samuel Lovold, Norton Lovold, Timothy Lovold, Judith Harm, SuEllen K. Skager and Shirley Skager in the N ½ NE ¼ and SW ¼ NE ¼ of Section 2-141-85, and a gravel memorandum agreement with Lee Henke in the NW ¼ of Section 1-141-85 paying $3.65/ton. All in favor, none opposed; motion carried.
The final budget hearing convened at 9:40 A.M. All department budgets were reviewed and finalized as follows:

Full-time employees will receive $2,000.00 a year salary increase with part-time employees being prorated for the year 2022. The sheriff and three sheriff deputies will also receive a $2.00/hour raise along with the $2,000.00 raise. The commissioners will not receive a salary increase for 2022. The General Fund mills will be 12.00, Emergency mills will be .12, Road & Bridge .25 and Weed Board at 3.1 mills. The commission also approved the Social Service Budget as previously presented by Steve Reiser. The commission is asking all departments to decrease their spending for 2022 by 5% from what was approved. Darrell Berger moved and Blake Wilkens seconded the motion to approve the 2022 budget as revised. Roll call vote: Darrell Berger – Aye, Blake Wilkens – Aye, Lee Husfloen – Aye. Motion carried.
