AUGUST 4, 2022 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.

      Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda.  All in favor, none opposed; motion carried.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve the July 7, 2022 minutes as written.  All in favor, none opposed; motion carried.

     Carmen Reed, Emergency Manager/E911 Coordinator, presented the E911/EM Quarterly Report for April 1st – June 20th, 2022 and the Amended Joint Powers Agreement between Oliver County and Mercer County.  Darrell Berger moved and Blake Wilkens seconded the motion to approve the Amended Joint Powers Agreement with Mercer County commencing on the 1st day of March, 2023 and expiring at midnight on the 29th day of February, 2028.  All in favor, none opposed; motion carried.

     John Wicklund, Land Use Administrator, presented Building Permit #984 for Dallas Dollinger for an 8’ x 12’ Storage Shed in the NE ¼ NE ¼ of Section 24-142-84.  Darrell Berger moved and Blake Wilkens seconded the motion to approve Building Permit #984.  All in favor, none opposed; motion carried.

     John Wicklund, Land Use Administrator, presented Building Permit #985 for John Throckmorton, Municipal Shale (AT&T) for a 400’ Guy Tower to improve wireless voice and data coverage in the NW ¼ of Section 2-142-86.  Blake Wilkens moved and Darrell Berger seconded the motion to approve Building Permit #985.  All in favor, none opposed; motion carried.

     Judith Hintz, Auditor, presented the Allete Clean Energy 10 year plan, the Minnesota Power 10 year plan, the NDSU Extension Letter received from Richard Schmidt, the Prairie Dog funding handout and the Employee Handbook.

     Darrell Berger moved and Blake Wilkens seconded the motion to appoint Laura Huber as Superintendent of School Designee starting September 7, 2022.  All in favor, none opposed; motion carried.

     Darrell Berger moved and Blake Wilkens seconded the motion to appoint Linda Nelson as Risk Manager starting September 7, 2022.  All in favor, none opposed; motion carried.

     Blake Wilkens moved and Darrell Berger seconded the motion to appoint Jaden Schmidt as Auditor starting September 7, 2022 to fill out the term ending March 31, 2023.  All in favor, none opposed; motion carried.

     Jim Jackson, Moore Engineering, discussed bridges.  Darrell Berger moved and Blake Wilkens seconded the motion to approve up to $30,000.00 to enter into a preliminary engineering contract for rehabilitation of Bridge 33-107-13.0.  All in favor, none opposed; motion carried.

     Steve Reiser, Dakota Central Human Service Zone reviewed his 2023 budget.  He also announced his last day with Dakota Central Human Service Zone will be December 31, 2022.  

     Kyle Miller, Road Superintendent, discussed roads, gravel, and gravel crushing.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve the Highway Utility Permit for Dirt Pro Services along or crossing county road 56th Ave SW in Section 2-143-87.  All in favor, none opposed; motion carried.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve the revised Oliver County handbook.  All in favor, none opposed; motion carried.
