JANUARY 9, 2020 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.
The County Auditor was appointed temporary chairman during reorganization of the Board. Darrell Berger moved and Blake Wilkens seconded the motion to nominate Lee Husfloen as Chairman of the Board and Darrell Berger as Vice-Chairman of the Board. All in favor, none opposed; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to approve the December 27th, 2019 minutes as written. All in favor, none opposed; motion carried.
Darrell Berger moved and Blake Wilkens seconded the motion to keep the same appointments as 2019 which included Lee Husfloen appointed to Coal Conversion Counties, Dakota Central Social Services Board and West Central Human Service Center Regional Advisory Council; Darrell Berger appointed to Emergency Services Representative – Region 5, JDA (Job Development), Solid Waste Management & Land Reclamation Board, NDSU Advisory Committee, and the Swimming Pool Committee; and Blake Wilkens appointed to Dakota Prairies RC & D Board, and Lewis & Clark Regional Development Council. All in favor, none opposed; motion carried.
Blake Wilkens moved and Darrell Berger seconded the motion to designate Security First Bank of North Dakota as the County Depository. All in favor, none opposed; motion carried.
Darrell Berger moved and Blake Wilkens seconded the motion to accept a pledged letter of credit from the Bank of North Dakota for $3,100,000 plus pledged securities of $2,756,109 for Total Securities Pledged $5,856,109. All in favor, none opposed; motion carried.
RESOLUTION
BE IT HEREBY RESOLVED that the Oliver County Commission requests that the North Dakota Highway Patrol monitors Oliver County roads.

Darrell Berger moved and Blake Wilkens seconded the motion to change the reading of the employee handbook on page 33 under Chapter 3 Benefits 316 Leave Sharing to read *You may only donate 50% of your accumulated sick leave within a calendar year* instead of 5% as is in the employee handbook now. All in favor, none opposed; motion carried.
Darrin Johnson, Agent for Nodak Insurance, discussed that all political subdivisions have been asked to select a local agent to handle their North Dakota Fire & Tornado policy matters for the 2020-2021 coverage period. He mentioned the city, school and county will all have to select an agent. He was willing to share the duties with Security Insurance.
Thomas VonBische & Jeffrey Bryce, Nextera, discussed the repowering of Oliver I and Oliver II. John Wicklund, Land Use Administrator, presented Building Permits #927 & #928. Darrell Berger moved and Blake Wilkens seconded the motion to approve Building Permit #927 to repower Oliver I and Building Permit #928 to repower Oliver II. All in favor, none opposed; motion carried.
Thomas VonBische & Jeffrey Bryce, Nextera, also discussed the Red Butte Wind Project. They mentioned the customer requested more energy so the project will be larger than previously thought.
Jay Volk, BNI, mentioned they are still working on the MDU reroute.
Darrell Berger moved and Blake Wilkens seconded the motion to approve a letter for Minnkota Power Cooperative in support of Carbon Safe. All in favor, none opposed; motion carried.
Dan Laudal & Gerry Pfau, Minnkota Power, and Kevin Connors and Lonny Jacobson, EERC, discussed Project Tundra. They mentioned they will be drilling a test research well south of the city in March, 2020 in Section 27.
Darrell Berger moved and Blake Wilkens seconded the motion to approve the mileage rate for 2020 as $.575 effective 1/1/2020. All in favor, none opposed; motion carried.
Kyle Miller, Road Superintendent, discussed cutting trees, working on truck repairs and the county problem with muskrats.
Dave Berger, Resident, discussed the mowing of road ditches.
Patricia Koapke, Tax Director, presented an abatement for Homestead Credit for Parcel #25304000. Blake Wilkens moved and Darrell Berger seconded the motion to approve the abatement for Parcel #25304000 for years 2018 and 2019. All in favor, none opposed; motion carried.
Patricia Koapke, Tax Director, discussed her hours and the times she will have her office open to the public.
