JULY 3, 2019 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.
     Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.
     Darrell Berger moved and Blake Wilkens seconded the motion to approve the June 6th , 2019 minutes and the June 6th , 2019 Equalization minutes, as written. All in favor, none opposed; motion carried.
     John Wicklund, Land Use Administrator, presented Conditional Use Permit #910 for Cole Helmers for a non-farm residence in the NE ¼ of Section 28-143-83 and Conditional Use Permit #902 for Land Stewards, Inc. for a business office/shop in the NE ¼ of Section 24-142-84. Blake Wilkens moved and     Darrell Berger seconded the motion to approve Conditional Use Permits #910 and #902. All in favor, none opposed; motion carried.
     John Wicklund, Land Use Administrator, presented Building Permit #911 for a House for Cole Helmers in the NE ¼ of Section 28-143-83, Building Permit #912 for Catherine Kolden for a 40’ x 80’ Pole Barn in the SE ¼ of Section 14-142-84, Building Permit #913 for Rick & Mary Henke for a 16’ Extension on an existing pole barn in Section 13-142-85, Building Permit #914 for Mark Ellis for a Residence/24’ x 40’ Shop in Section 30-143-81 Lots 17-21 Sanger, ND, Building Permit #915 for Dennis Albers for a 30’x 50’ Pole Barn in the NE ¼ of Section 28-142-85, Building Permit #916 for John Throckmorton, Municipal  Shale LLC, for a 400’ Guy Tower in the NW ¼ of Section 2-142-86. Blake Wilkens moved and Darrell Berger seconded the motion to approve Building Permits #911, #912, #913, #914, #915, #916. All in favor, none opposed; motion carried.
     Darrell Berger moved and Blake Wilkens seconded the motion to not be a member in the North Dakota Township Officers Association. All in favor, none opposed; motion carried.
     The State Purchasing Card Program was discussed. It was decided at this time to take no action.
     Judith Hintz, Auditor, presented the Minnesota Power 10 year plan handout and mentioned the estimated mill for 2019 is $16,065.14.
     Carmen Reed, E-911 Coordinator/DES, presented the Mercer-Oliver 911/Emergency Manager Quarterly Report for April 1st – June 30th, 2019. She also mentioned that Roughrider Electric informed her their tower was damaged and they will be dismantling it and not replacing it. We had planned on using it for the highway department and bus radio system due to the counties tower being in bad shape. She will look into other towers in the area.
     Blake Wilkens moved and Darrell Berger seconded the motion to approve the Special Event Permit for Square Butte Creek Golf Club for the Oliver County Fair Beer Garden on 8/9/19 from 12:00 P.M. to 12:00 A.M. and on 8/10/19 from 10:00 A.M. to 12:30 A.M. All in favor, none opposed; motion carried.
     The commission will approve the preliminary budget at a special commission meeting on July 30th, 2019 at 6:00 P.M. The county will hold a meeting on July 30th, 2019 at 7:00 P.M. to discuss the county being a Vote by Mail County for the 2020 election.

Alice Dilger, Golden Age Club, informed the commission that five people paid for meals during the Old Settler’s celebration. She asked since the county pays Sand Letzring for the meals, what was the Golden Age Club to do with the $50.00 paid for the meals. The commission agreed to let the Golden Age Club keep the $50.00 and use it for next year’s Old Settler’s celebration.
Brent Ekstrom, Lewis & Clark RDC, updated commissioners on their programs.
Kyle Miller, Road Superintendent, discussed River Road, Minnkota Road, trucks, culverts, employees, Vision Link, and items to be sold for scrap metal.
Eric Nejedly, National Account Manager for US Imaging, presented via webinar, a proposal to scan official record books on-site in the recorders vault. Stage One will be to capture and pilot the information, Stage Two is to crop, inspect, group, index and verify the information, and Stage 3 is to enhance and format the information. These three stages will be done in Two Phases. Phase 1 has an estimated cost of $18,876.00 and Phase 2 has an estimated cost of $32,225.20 for a total cost of $51,101.20. Darrell Berger moved and Blake Wilkens seconded the motion to have US Imaging scan the official record books with Stage One of Phase 1 & 2 being done in 2019 and with the project being completed in 2020 for a total cost of $51,101.20. All in favor, none opposed; motion carried.
     The meeting was adjourned at 10:55 A.M.
     The next meeting of the Oliver County Commission will be at 8:00 A.M., Thursday, August 8, 2019 at the Oliver County Courthouse meeting room.
