JUNE 6, 2019 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.
     Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda. All in favor, none opposed; motion carried.
     Darrell Berger moved and Blake Wilkens seconded the motion to approve the May 2nd, 9th, and 22nd, 2019 minutes as written. All in favor, none opposed; motion carried.
     Darrell Berger moved and Blake Wilkens seconded the motion to approve the Agreement between Centre, Inc. and Oliver County to provide Community Service programming for the period effective January 1, 2020 and expiring on December 31, 2020 with the agreement renewing for an additional year unless either party gives notice of termination. All in favor, none opposed: motion carried.
     John Wicklund, Land Use Administrator, presented Building Permit #904 for Mark & Susan Ottema for a House/Shop in the SW ¼ of Section 27-143-83, and Building Permit #905 for Randy Becker for a Modular Home in the SW ¼ of Section 28-143-87. Blake Wilkens moved and Darrell Berger seconded the motion to approve Building Permits #904 & #905. All in favor, none opposed; motion carried.

     Lloyd Huber, Oliver County Resident, discussed a section line that is fenced off in Section 8-142-84.
     Kyle Miller, Road Superintendent, discussed roads and employees.
     Brent Bogar and Janet Sanford, Load Pass Permits, discussed their uniform permitting system.
     Larry Orgaard and Rod Hatzenbihler, Oliver County Residents, discussed the condition of their road. They stated they would like the county to hire a professional grader operator to grade their road. It was decided the county will change grader operators for their road.
     Thomas Klabunde, Moore Engineering, discussed the road project (SC-CNOC-3300(019) being done this summer.
     Darrell Berger moved and Blake Wilkens seconded the motion to approve the Contract and Contract Bond for Project SC-CNOC-3300(019) with Asphalt      Surface Technologies Corporation. All in favor, none opposed; motion carried.
     Darrell Berger moved and Blake Wilkens seconded the motion to approve HB1176 Funding Reimbursement Request from NDDOT for $168,589.26 for construction for Project SC-CNOC-3300(019) PCN 22447. All in favor, none opposed; motion carried.
     Dave Berger called the Oliver County Park Board meeting to order at 9:51 A.M. He reported there is $4,000.00 in the budget for 2019. He has a request from the Oliver County Fair Board for toilets for $500.00. Lee Husfloen moved and Darrell Berger seconded the motion to approve $500.00 for the Oliver County Fair Board for toilets. All in favor, none opposed; motion carried. Another request came from the Summer Park Rec Program for $500.00. Darrell Berger moved and Lee Husfloen seconded the motion to approve $500.00 for the Summer Park Rec Program. All in favor, none opposed; motion carried. There was a request from the Center Park Board for the Community Pool improvements. Darrell Berger moved and Blake Wilkens seconded the motion to approve $1,500.00 for the Community Pool improvements. All in favor, none opposed; motion carried. The Park Board meeting adjourned at 10:03 A.M.
     Mac McLennan, CEO, & Gerry Psau, Project Manager, Minnkota Power, & Wes Peck, EERC, discussed Project Tundra.
     Blake Wilkens exited the meeting at 10:30 A.M.
     Darrell Berger moved and Lee Husfloen seconded the motion to approve $3,800.00 from our Random Fund (money donated by Nextera) to help with the community pool improvements. All in favor, none opposed; motion carried.
     Darrell Berger moved and Lee Husfloen seconded the motion to approve Highway Utility Permits – Hazen Exchange WO #2019-353-001, Center Exchange WO #2019-3280-001, and Hazen Exchange WO #2019-353-002. All in favor, none opposed; motion carried.
     Darrell Berger moved and Lee Husfloen seconded the motion to approve the application for a local permit for the Oliver County Fair Board for Chicken Bingo and Regular Bingo on August 10th, 2019 during the Oliver County Fair. All in favor, none opposed; motion carried.
     Patricia Koapke, Tax Director, discussed purchasing a back up system from Vanguard Appraisals with the initial cost being $350.00 and an annual fee of $150.00/year. She discussed purchasing ProVersion Upgrade which would have an initial cost of $1,850.00 and an annual fee of $650.00/year. Darrell Berger moved and Lee Husfloen seconded the motion to purchase the back up system and the Pro Version Upgrade from Vanguard Appraisals. All in favor, none opposed; motion carried.
     Patricia Koapke, Tax Director, presented an application for abatement of refund of taxes for Allen & Carol Linn for tax year 2018 due to the resident qualifying for the blind property exemption according to Century Code 57-02-08(22). Darrell Berger moved and Lee Husfloen seconded the motion to approve the abatement of refund of taxes for Allen & Carol Linn for tax year 2018. All in favor, none opposed; motion carried.
     The meeting was adjourned at 10:59 A.M.
     The next meeting of the Oliver County Commission will be at 8:00 A.M., Wednesday, July 3, 2019 at the Oliver County Courthouse meeting room.
