SEPTEMBER 5, 2019 OLIVER COUNTY COMMISSION PROCEEDINGS were called to order at 8:00 A.M. with all members present.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve the agenda.  All in favor, none opposed; motion carried.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve the quote from Robert Gibb & Sons, Inc. for the Vav’s and Temp Control Project for the courthouse with the effective date of 8/21/19.  All in favor, none opposed; motion carried.

     John Wicklund, Land Use Administrator, presented Building Permit #920 for Clifton & Dana Maas for a Mobile Home in Lot A, NE ¼ SE ¼ of Section 6-143-85.  Blake Wilkens moved and Darrell Berger seconded the motion.  All in favor, none opposed; motion carried.

     Judith Hintz, Auditor, mentioned the meeting with the DOT to discuss the county federal aid program at the NDACo conference will be at 1:00 p.m. on Tuesday, October 8, 2019.

     Blake Wilkens moved and Darrell Berger seconded the motion to approve Lee Husfloen as the county voting delegate for the NDACo conference.  All in favor, none opposed; motion carried.

     Judith Hintz, Auditor, asked how many commissioners were attending the NDACo conference October 6th-8th, 2019 at the Bismarck Event Center.  All three commisisoners will be attending along with the auditor, treasurer and recorder.

     Bridge Information from the DOT was handed out along with the discussion of Dawn Alderin being in the County Agent office part-time until a new person is hired for the clerical position.

     Darrell Berger moved and Blake Wilkens seconded the motion to approve the eRecording Services project for Auditor and Treasurer Offices from Tyler Technologies, Inc. for $2,400.00.  Oliver County Auditor, Treasurer, Recorder, and Tax Director currently have licensing to the Document Pro database so no additional licensing is needed for this project. This quote is for configuration services and training for the transferring of deeds.  All in favor, none opposed; motion carried.

     Sakakawea Country advertisement was discussed.  It was decided to see if the city wanted to share half the cost since the city already participates in the publication each year.

     Steve Reiser, Dakota Central Social Services, discussed his budget for 2020 and a Human Service Zone.  Darrell Berger moved and Blake Wilkens seconded the motion to approve the combining of McLean, Mercer, Oliver and Sheridan Counties Social Service Agencies into a Human Service Zone.  The name of the Human Service Zone will be Dakota Central Social Service.  The host county will be McLean County.  All in favor, none opposed; motion carried.

     Gerry Pfau, Minnkota Power, and Amanda Livers, UND Energy &Environmental Research Center, discussed Project Tundra.

     Thomas Klabunde and Jim Jackson, Moore Engineering, discussed road projects.

     Kyle Miller, Road Superintendent, discussed crushing asphalt, roads and mowing.

     Judith Hintz, Auditor, presented paperwork concerning HB 1286 and the Civil Asset Forfeiture fund the county needs.  John Mahoney, States Attorney, will read up on it.

     The meeting was adjourned at 9:58 A.M.                                                                        

     The next meeting of the Oliver County Commission will be at 8:00 A.M., Thursday, October 3, 2019 at the Oliver County Courthouse meeting room.
